We are deeply honored and grateful to welcome a distinguished civil servant and a transformative leader in India’s digital and telecom ecosystem, Ms. Aruna Sundararajan to IPA!



Ms. Sundararajan’s public‑service career spans more than three decades. A 1982‑batch IAS officer (Kerala cadre), she has served as Secretary to the Government of India in the Ministries of Steel, IT and Telecom and retired as Chairperson of the Digital Communications Commission. As Telecom Secretary she helped double telecom growth and played a central role in India’s digital transformation—driving Digital India initiatives particularly in the post‑demonetization period, advancing e‑governance, and supporting the growth of electronics, IT, fintech and start‑up ecosystems.


Her record of delivery includes conceiving Kerala’s Akshaya Mass Digital Literacy Programme, leading the NOFN rural broadband rollout to connect 250,000 Gram Panchayats, and representing India in global initiatives such as the UN Global E‑schools programme. Since retirement, Ms. Sundararajan has continued to shape the sector as Chairperson of the Broadband India Forum (BIF), advisor to ICRIER, and as a director on the boards of Delhivery Limited, Info Edge (India) Limited, L&T Technology Services Limited and NaBFID. She remains actively engaged in tech mentoring and angel investing.


Ms. Sundararajan’s contributions have been widely recognised with honours from India Today, Forbes, USIBC, Business Today and IAMAI. At IPA, we will draw on her rare combination of policy depth, operational delivery and industry insight to support leaders, businesses and institutions navigating regulation, infrastructure, digital inclusion and innovation across the Indo‑Pacific region. Her expertise will be invaluable as IPA advises clients confronting the strategic and operational challenges of an increasingly digital and interconnected landscape.
